Current Window
The public Stellar Wave page reports no active or upcoming Wave. Its latest listed cycle is Wave 9, which ran from September 23 to September 30, 2026. No application was attempted against a closed or unspecified cycle.
Public Drips documentation says application limits and points budgets can be configured per program and are shown in the authenticated application and maintainer views. Those current account-specific values have not been guessed or copied from an older Wave.
Blocking Conditions
Submission is blocked until all of the following are true:
- The Stellar program publishes an open application window.
- Contract PR #32 receives the required independent approval, passes required checks, and merges without bypassing branch protection.
- A release identifies the exact merged commit so the governance, source, artifact, deployment, and CI references in the evidence pack agree.
- Gate D passes with the reviewed docs deployed from an identifiable commit.
- Gate E closes after independent evidence review, maintainer schedule confirmation, and all application links pass a logged-out check.
- The real accountable maintainer completes KYC, installs the Drips GitHub App only for the intended repository, and confirms the current application and points limits in the authenticated app.
Submission Guard
- Do not add the four curated issues to the program before repository approval.
- Do not use a second repository merely because another application slot is available.
- Before any future action, inspect the Drips maintainer dashboard for an existing application or rejection. A rejected repository must follow the current appeal path; it must not be submitted again as a duplicate.
- After a valid submission, replace
Not submittedabove with the UTC date, Wave identifier, repository, accountable maintainer account, and non-private status. Never record KYC documents, identity numbers, recovery information, tokens, or credentials.
Phase 39 therefore satisfies only its blocker-recording branch. It does not claim an application, repository approval, or eligibility for issue nomination.
